Bagby violated the Act by making a contract between Sonoma Clean Power and TLCD Architecture and a contract between the City of Cloverdale and Ross Recreation Equipment, in violation of Government Code Sections 1090 and 87100 (2 counts). Total Proposed Penalty: $9,000.
